Hello . I have a question . I am from Latvia living here for 6 years , have a 2year old d with British father . Had been separetedsince last year . I neverregister her as Latvian when she was born , she have justBritish birth certificat Now I need her a passport and her father is notinterested in that . He lost he's passport few years ago , never got new one so now he don't have he's passport number I I cant get her a passport without he's . I have my sisters wedding this year there , my mother have seen her just once when she was two months old . What I'm asking what to do . If there is even a chance to get her passport . Thank u . X

I am not sure what the answer to your question would be, however if you click on Find a Passport Customer Service Centre, you could call them, make an appointment then go and visit and find out what your options are.

You do not need his passport number. I applied for my children for english passports as they have dual nationality. Just get the forms to fill in from the Post office and have the GP office sign for them. You do need the copy of  birth certificate of the father. I knew where the father was born and the names of his birth parents. so I phoned the Council and they gave me a number to phone to get the copy of birth certificate and I could pay with my card over the phone, I believe it was £ 10 

I believe you can maybe also apply online. So you don't need his passport number. You do need copy birth certificate and I was surprised that you can actually obtain someone elses birth certificate.

I meant the GP office will sign the back of their passport photos as proof they are who they are.

You need to be aware that some GP's will charge for validating a photograph for a passport.  If you know someone else in a professional capacity ie teacher, social worker, police officer they may do it for you for no charge.  I have often validated passport forms, driving licence forms (only for people that I know personally, of course).
